Backers Seek Funds For Antipoverty WASHINGTON (AP) Congressional supporters of community-based antipoverty programs are mounting a rescue operation in hopes of saving them from President Nixon's budget axe. They are willing to make a major concession in the way the programs operate in exchange for continued federal funding of them. A federal court ruled that the administration is acting illegally now in phasing out the Office ce of Economic Opportunity's community action agencies. But the situation will be different after the fiscal year ends June 30.

Nixon has not asked for any money to continue them after June 30, and if Congress doesn't provide any they will be out of business unless taken over by the states or cities in which they operate. That places the immediate effort to save them in the appropriations committees of the House and Senate, which is just where the administration wants it. A secret memo on the dismantling of 0EO, uncovered by Congress two months ago, contains this advice: "Debate should be steered to the appropriations committees, whose interests most closely align with the President's, and which, unlike their legislative committee counterparts, have few members with strong feelings for 0E0." The administration is relying on the strong anti-0E0 sentiment in the House Appropriations Committee to block 6 Elderly Women Die in Fire; Arson Suspected KANSAS CITY, Kan. All the congressional 0EO supporters are asking for now is enough money to let the community action agencies meet administrative and overhead costs after June 30. Meanwhile. they plan to seek new legislation that would place the agencies under the direct control of state or local. governments.
